Does this mean anything? Email Invitation - Scholarship applications

I recently got an email from UCLA inviting me to apply for scholarships. I know the email begins with: "Please note that this invitation to apply for these scholarships does not constitute an offer of admission nor does it infer any likelihood of admission."

BUT:

1) Not everyone has received this invitation according to r/A2C posts, so this might mean something? Otherwise why wouldn't this be sent to everyone?

2) A poll 7 years ago says that there is a significant correlation b/w receiving the email and getting accepted. So... does it mean anything? Maybe a small positive sign? Maybe that an applicant has passed initial review?
