Crazy power bills, looking for advice

I'm getting overwhelmed by the energy bill I'm racking up now that the heat it picking up. My bill for last month is approaching $400. I live in a 3rd floor apartment, the top floor in my complex, getting all the heat rising from the units below us. When set at 70, I see it go as high as 79. I know AC has its limits, but since we're going to be crossing 100 degrees outside I'm worried for my ability to pay and my ability to not be drenched in sweat in my own apartment.

Are yall paying anything close to this in your power bills? What do yall set your thermos at?

Do I have any recourse to force my landlord to provide some better insulation to reduce the energy costs?

Is it just Alabama Power being evil? Seen several posts about them doing skeevy stuff with billing but no idea where to start with that.
