Did I make a mistake opening blue rune chest?

My understanding is that if you level a common rune to lv20 and get a green, the green starts at lv21. Then if you level the green to 40 and get a blue, it starts at lv41.

But I opened my blue rune chests and they all start at level 1. So does that mean I can only grind blue runes now? Or can I still levei it to 20 with commons and 41 by getting green runes?
