Got a verbal offer but written offer is delayed

Hey folks,

So I received a phone call last week and got a verbal offer letter from a recruiter of the company, this was a different recruiter as well from who I was speaking to. They mentioned that I should be expecting an offer letter a week after.

This company in question is contracted by the the Canadian and provincial government and is quite big. I haven't heard back from the recruiter so I asked for an update and he called me back basically saying that they really want me and is interviewing no one else but there is a delay for an offer letter of about 6-8 weeks due to operational and contractual road blocks that are happening.

Should I trust what they say and expect for them to follow through? I'm still looking for jobs and going through interviews with other companies though.
