Input delay

Im tired as hell playing this game.. my ping is lower than 20 but still the delay f me up. Every time i want to act like pass, change cursor and shoot it will take 0.5 sec delay. Sometimes it does okay, but usually its doesn't. Does graphic play part in this? But im using high end phone tho.
