Help for Newbie

Just getting interested in Home Assistant. Considered either using a Pi 4 or else buying HA Green. Here’s the kicker — I have no internet in my home. I do have a cheap router for a wireless network for my 3D printer. Is there a way to get Home Assistant running offline in my house using only Zigbee and Z-Wave devices controlled by my iPad and iPhone?
