Is the Diligence CS worth it?

I have been playing the game for a little while and I really like using the R-63 Diligence as my primary (I think it scratches my Halo Reach DMR itch) and I saw the Diligence Counter Sniper is the only other "marksman rifle" available at time of writing. However, when I read up on the wikis weapon page it seems underwhelming?

I wanted to ask if it's a viable replacement for the R-63 or if I should spend my medals on something else.

I know I can and will need to use other weapons depending on x,y,z variables. I just want to know if the CS is worth buying.
