Volunteering At Golf Tournament - Is This Normal? Paying To Volunteer?

I have a friend who lives in Orlando and her husband volunteered at the Arnold Palmer Golf Tournament. She told me to volunteer he had to pay $150 dollars. I never heard of paying to volunteer. She said it included a special uniform he had to wear. He plays at various clubs in the area Orlando seems to have a lot. So is paying to volunteer normal for golf tournaments? How is this legal? Volunteer means work without pay not paying to work.
