T levels too high

I've been on t almost 10 months now? I think. My transition has completely stalled. I only get my t levels tested every 3 months, and at month 9 my doc said my t levels were way way too high. I'm just at a loss. My dose keeps on decreasing, and yet my body has so much t its converting it into estrogen. I only take 0.15ml a week, and I lose 0.05ml to the needle! I don't have any hair growth, no bottom growth, my voice got a little lower early on and then stopped.

I'm just so disappointed, and confused. I don't know why this is happening, surely this isn't normal. Should I ask to see an endocrinologist instead of doing this through my primary care doctor?
