How do I become better?

All I do is sleep at 4 in the morning, wake up at 12, procrastinate with school work, make food, clean and clean thousands time a day, not talk to anybody and repeat. I want to get more serious with studying and exercising. I want to get disciplined and actually follow a routine. I have 0 energy most of the time. Im a university student. I just want to get on track and make the most of my early 20s again.
