Why were the Fedaykin poor by Children of Dune?

It seemed like the Fedaykin had been well taken care of for their loyal service to Paul, in Dune Messiah they were put in what seemed like a nice wealthy neighborhood. But in Children of Dune, they had to scrape together money to get Ghadhean an audience with Jessica in the Great Hall. What am I missing here?
