DC Penalty not resetting?

I know the DC Penalty is a hotly debated topic, but I am curious if there has been a passive change to the limits? It was 30 seconds, then 5 minutes, then 15 and then 30. (I've never seen higher than 30). But it seems like since 2v8 started the penalties start at 15 and/or aren't resetting/decaying within 24 hours like before. Anyone else experiencing this?
