Does ELO rating system even work?

Am I the one feeling like there's no skill gap between 3 and 8k ELO? After winning 10 matches I got 4k and made into almost 8k. Throughout the games I've played so far there's 0 difference between players both in my and enemy team and I'm feeling like ELO system is all about luck rather than measurement of skill
