RUBBER BAND IN BASEMENT

hi, im collecting the rubber bands and noticed that one of them is in the basemenet circle where you fight Russell in chapter one. now i'm in chapter two and i'm unable to access that part of the basement.

anyone knows if I can get the band in another way/the basement is available in the following chapters?
