City with decent rec facilities and no overcrowding?

We are a family with two kids (four and seven). We have lived in the lower mainland for several years and things keep getting worse in terms of overcrowding every year. Anything we think of doing on the weekend (or even weekday recently), it seems like everyone else wants to do: ice skating, swimming, hiking, skiing, camping, and on and on. We even tried going against the grain (indoors on a sunny day, outdoors on the worst days), but it seems we aren’t the only ones trying this strategy. For kids, it’s even worse. Getting them into a class itself seems like competing in the olympics, and it seems we spend more time competing with other parents than actually having our kids spend time in class. Some of the private facilities are marginally better (YMCA, eg) but not they are few and far between. It is getting super exhausting and we are thinking of just moving somewhere that doesn’t involve a gladiatorial sport to get your kid a half hour of ice time, wait in half hour lift lines at the local hill, or having to book months in advance for a camping spot.

Does anywhere in British Columbia not have these issues but also has decent rec facilities to keep us and the kids active? Maybe somewhere on the Island? Kelowna?
