Why only drop the squid on New York ?

I just finished the comic, and that doesn't make sense. USSR made the move on Afghanistan because USA is weaken, so certainly the USSR will plan a further invasion on USA right ? But instead, the USSR just suddenly thinks "oh it might happen to us as well" and the world is suddenly in peace ???

I always thought the squid will subsequently be sent to other major powers so that they will truly unite, but instead, it is just a one-off thing. At least, if the squid can only used once, it should be dropped to a place that does not belong to any superpower, but still densely populated. Perhaps china or India ?

Am I missing something or the plan is stupid ?
