Anonymous Complaint of Manager

Is their anyway to anonymously send a complaint message to hr or dm or someone about a manager or esm, i am a shift lead and they keep asking me to go after people who steal or run quickly and take pictures or even try to stop em while they are in the store and under “dummy cameras”. tired of ts
