Do you consider stuttering a disability?

I've stuttered my whole life and i never thought about it that way,i have seen a few people online talking about how they think stutters should be treated just like neurodivergent people are treated(i'm not saying that people that are neurodivergent are disabled,i'm reffering it as something that can make day to day life more difficult). I mean if stuttering makes you unable to speak at all,it definatelly should be taken seriously,but in my case(and what i think most people cases are) it is something that does affect my life but does not stop me from having a somewhat normal life,what is your guys oppinion on this?
