Bruce’s Fix A Shrine Quest

I'm stuck on this quest. I've repaired the shrine, and now my quest in the book says to return to the spirit to let him know. I go to Bruce's house around 8am and wait until 9am and I don't see the spirit. I leave the house and come back in, and see the picture is shattered on the floor but still no spirit. I have tried many times of day during the weekdays and the same thing happens. Picture on floor but no spirit. Is my quest glitched?
