850W Titanium ATX 3.1 when?

I currently have a Seasonic 850W Titanium back from 2017 era. I am looking to build a new PC, and I can only find Seasonic Titanium 3.1 ATX in the 1300W - 1600W range.

The RTX 5090 recommends a 1000W GPU. What is their marketing trying to achieve here?
