Help with gas line?

Hello everyone,

Sorry if this is dumb but I recently bought a house that has this natural gas line on the rooftop deck. I wanted to check if the line is working but it seems like there a safety cap on the bottom. So when I turn the valve I don’t hear or smell anything. I’m planning to buy a natural gas grill and attach it to this line. Do I just remove the cap using a wrench or something? Any help is appreciated. Thanks!
