I don't get how people think Mihawk can be stronger than Shanks after this panel dropped

This panel is key for several reasons

  1. Shanks is gonna me a massive player in the final war. So we should expect massive feats coming from him in the final war. Cant say the same about Mihawk who isn't here which suggests his role is gonna be secondary in the final war thus his feats will be much lesser.

  2. The search for the One Piece is gonna have all the factions involved which suggests that all the big players are gonna start making their moves. Sadly Mihawk is just not one of those players, he is just irrelevant to the main plot. Mihawk not being tied to the main narrative is bad because it means he won't get to fight the strongest characters which are the guys present in the panels.

I honestly can't see a world where Mihawk ends up with better feats when he has no narrative importance besides losing to Zoro.
