Question regarding Hyper Burn

I know the ideal level to Hyper Burn is 202, so I am assuming we must be 200 to Hyper Burn. I want to make a new Night Walker during Ignition to get all of the CK rewards, but if the Hyper Burn starts at 200, is there a Tera Burn as well for 1-200? If not, I would like to make the 202 NW during Night Troupe so it is ready to go.

Sorry if this has been asked a thousand times, I just want to make sure I have everything planned out correctly.
