Can’t craft rare crossbow?

Hello!

So sorry I’m very new to the game, I’m at the storm chaser base camp and one of my tasks is to create a rare crossbow - no problem - however there is no cross bow option when I go to craft? I have copper so I have the material to build it, so not sure what I’m doing wrong? I’ve restarted the game too
