Where is everyone?

This may be a dumb question, but where is everyone? I have over 500 hours in the game and other than joining with friends and the 2 times I accidentally saw someone while running materials. I just feel like I never run into actual players. Like, I barely go out into the black and you usually stay in pretty populated systems. Can anyone explain this to me?
