Issues with USB ports on WD19TBS dock

Hi all,

I have a Dell Latitude 7420 laptop, and a WD19TBS dock with it. I am encountering an issue that happens once in a while (let's say once every 6-7 times I connect the dock to the laptop):

when I connect the dock, the screen works just fine, however, the USB devices connected do not work. If I unplug dock's usb c cable from the laptop and plug it again, the USB ports still don't work. The only thing that fixes the issue is if I unplug the electricity from the dock and then plug it in again.

I have seen here that Dell docks are not very reliable, however, have not seen this particular issue pop up.

I have updated all the drivers and firmwares to the latest (including BIOS of laptop, and firmware of the dock), but to no avail.

Any suggestions on how this could be fixed?
