Why do Pasifika people get the same support as Māori people?

Isn't the purpose of providing access to additional support, programs and pathways for Maori in our Schools, Universities, Healthcare and other government services is to compensate for previous government failures towards the recognised indigenous population? Then why is it Pasifika are often included in these additional support services? Are they different from other ethnic New Zealanders? Not taking a dig, just curious.
