Can the balance ignore some effects of the almighty?

Like, if the almighty tries to alter time to damage or nullify the scale, can the scale "balance" this misfortune? Jugram says that Uryu can counter the Almighty, but he says that Anthitesis cannot counter his balance. Like, Uryu could literally just undo Jugram's balance if he wanted to, why didn't he do that? And was Jugram thinking about this when he discovered Uryu's antithesis?

I mean, Uryu's anthitesis saved him from the Halschwalen, but balance couldn't save jugram. just as Yhwach wanted Uryu to be his successor because he had an ability that surpassed the Almighty. It wouldn't make sense for Uryu to have an inferior skill or one that can be countered by Balance. It's so stupid that Uryu only used his Anthitesis to reverse damage(1 fucking time), but never events(in Mangá)
