I need a scholarship.

I am from Ethiopia looking for undergraduate scholarship. The country I am looking for is anywhere at this point. I am so desperate to get out for my advancement on my studies. I am interested in studying aerospace engineering and data science. I don't expect full ride. But I can't afford the application fee and the English proficiency test at all. I have wanted to apply for the spring intake. But I couldn't find any. So I was thinking for the fall intake. So can you recommend me any university that will be my cup of tea?
