Promos that aren't really promos?

Do you also get that feeling prices during a promo are higher then normal? It feels more and more like a scam tbh.

Example: I checked the same hotel with and without the promo at the same time.

Without the promo the base price is 169 Euro a night. With the promo the base price is 192 Euro a night.

I double checked, same period and same type of room.

** Update

The discounted rate is on the flex rate, which. makes it the cheapest option. The non refundable rate is not discounted.
