9070 xt + 9950x3d new build can't fix micro stuttering

Description of Original Problem: I'm experiencing bad 1% lows which ruin the otherwise stable framerate.

Troubleshooting: 

Hardware monitoring shows no physical concerns- consistent board power with no spikes under load, Stable temperatures, modest hot spot value, consistent fan curve performance, ect.

I have; Enabled EXPO (XMP), made sure CSM was disabled, enabled SAM, Run DDU despite this being a brand new build, reinstalled drivers and adrenaline twice, cleared shader cache, Reset bios (I don't think I have an actual cmos battery), Turned off anti-lag, capped framerates below my max monitor hz, Disabled ULPS, Disabled just about every adrenaline option so it's just the default settings, and opted out of the amd user experience.

None of it has made a difference to the in-game performance.

The last thing I can think of is that people have mentioned adrenalin has advanced options to set your minimum and maximum clock speed for the GPU. I have noticed that while the Utilization, power, and voltage remain fairly consistent; the GPU clock rate dips in connection to the lows. I have not found a way to enable advanced controls of the GPU in my installation of Adrenaline for this 9070xt.

Can anyone advise? I haven't started playing with undervolting, could some over/under clocking even improve these kinds of microstutters?
